Arcbazar is a great website that allows designers (with and without licensure) the ability to hone their craft through competition entry.(at no expense)

Competitions
Everyday clients register with Arcbazar and upload their architectural program and supporting documentation. (previously we came across a need for a library design)
Designers
Designers such as yourself (after registering) view these architectural programs in the form of "Competitions" and "Sign Up" if you want to participate
Winnings
After all submissions are receieved the client selects their favorite design. Then if you have been selected you win the prize money.
The great thing about this site is that it costs nothing to register, and there is no entry fee for each "Competition". Thus keeping your expenses low and everything regarding submissions is digital. Just recently there was a design competition for an MIT professor, check out the winning submissions.
